About the role:

As the senior Procurement Specialist,  you will lead and manage comprehensive procurement processes and platforms. You will ensure they align with headquarters’ policies and regulatory requirements while effectively adapting to local market demands in Europe. Additionally, you will be responsible for developing and managing service procurement resources across HR, Finance, Legal, and IT domains. You will provide support to the local sales team in Europe to ensure efficient procurement of resources and services, thereby facilitating smooth company operations.

Responsibilities:

Procurement Process Design and Optimization

1. Process Planning and Execution:

  • Design, implement, and optimize service procurement processes including demand collection, supplier development, screening and selection, contract management, collaboration management, service acceptance and evaluation, payment processes, and procurement reporting.
  • Ensure procurement processes comply with headquarters’ policies and regulatory requirements, while considering localization needs in Europe to enhance process efficiency and compliance.

2. Platform implement and maintenance:

  • Lead the development, management, and optimization of procurement platforms to support comprehensive execution of procurement processes.
  • Address platform usage issues, continuously improve and upgrade platform functionalities to enhance efficiency and user experience

Service Supplier Development and Management

    1. Supplier Development and Screening:

    • Identify and develop high-quality service suppliers in domains such as HR, Finance, Legal, and IT. 
    • Manage supplier qualification audits, contract negotiations, supplier evaluations, and ongoing cooperation relationships.

    2. Supplier Relationship Management:

    • Ensure effective communication and coordination with service suppliers, ensuring they understand company requirements and maintain good collaborative relationships.

    3. Risk Management

    • Identify potential risks in the supply chain and develop mitigation strategies. Ensure supply continuity by developing contingency plans and alternative sourcing options. Monitor geopolitical, economic, and market conditions that could impact supply chains.

    Contract Management and Procurement Execution

    1. Contract Negotiation and Management:

    • Lead contract negotiations, drafting, and management to ensure clear, compliant, and beneficial contract terms for the company.
    • Monitor contract execution progress, and handle contract changes and disputes, ensuring effective contract fulfillment.

    2. Procurement Execution and Management:

    • Execute service procurement processes including supplier selection, price comparison, order management, service delivery, and quality assessment.
    • Ensure efficient execution of procurement activities, optimizing procurement costs and efficiency.

    3. Monitoring supplier KPIs

    •  Track key performance indicators (KPIs) related to procurement activities. Prepare regular reports on procurement performance, including cost savings, supplier performance, and compliance metrics. Conduct spend analysis and generate insights to support decision-making.

    Training and Knowledge Management

    1. Training Program Execution:

    • Design and implement training programs related to service procurement to enhance team members’ professional knowledge and skills.
    • Update and manage training materials, ensuring the accuracy and practicality of training content.

    2. Knowledge Management and Sharing:

    • Establish and maintain a knowledge repository for service procurement, and promote knowledge sharing and experience exchange among team members.
    • Drive dissemination and application of best practices in service procurement to enhance overall team performance.

    Qualification:

    • At least 5 years of relevant experience in the Automotive industry;
    • Affinity with electric mobility;
    • Strong contract management and negotiation skills;
    • Fluent in English and Chinese. Being able to speak Dutch or other European languages is a plus.
    • Excellent PowerPoint & Excel user skills, have user knowledge of SAP or other stock control programs;
